Doing some "digging"
In trying to figure out if Herr Klopeks painting of the surgeon is indeed from a episode of Night Gallery, I've watched a few episodes now. No sighting of the painting in question, but this one from Season 2 Episode 3 "House With Ghosts" rings some bells. Thought I'd share.

That does indeed look like the Klopeks house

Klopek-ish. I like it. There a bit of the green color in there.

Nice coloring.
It almost looks like the house is looking at us from above.

Re: Doing some "digging"
Sometimes the trivia infos on Imdb are false, i'm glad you found something linked to the 'Burbs even if it's not the painting Rumsfield was turning upside down.
I've been digging Eerie Indiana last year and there are a few nods to the Burbs as well.
The most difficult reference to get is that sign in ep13 "Maple Street" , wich was used as the title of the tv show Dana Olsen penned "The Sheriff of Maple Street", wich became later the script for the The 'Burbs.

Good find. Referring to Maple Street generally might be a reference to the Twilight Zone episode "The monsters are due on maple street". One of the strongest episodes of this fantastic show which also deals with suburbian paranoia.

Yes, Dana Olsen was inspired by the episode you mentioned.
